H. 69, An Act Establishing a Special Commission on Blockchain and Cryptocurrency, seeks to better understand and harness the potential of blockchain and cryptocurrency. This bill would establish a special commission to create and implement recommendations that would expand the use of blockchain and cryptocurrency in order to establish Massachusetts as a leader in this developing industry.

Tomorrow’s Trucking Workforce

H. 3371, An Act Relative to Training Tomorrow’s Trucking Industry Workforce, seeks to support local and regional economies, eliminate barriers to joining the trucking industry, and remedy ongoing supply chain issues. This bill would establish the Truck Driver Training Fund and create new trucking education and training programs at vocational schools, postsecondary technical schools, and community colleges.

H. 70, An Act providing for consumer protection in a digital economy, directs the Treasurer to develop a digital module and resources on cryptocurrencies and digital assets to support residents with overseeing their finances, understanding money management, and protecting their security.

H. 71, An Act creating a pilot program to explore digital innovation in government, directs MassTech Collaborative to work with at least one registry of deeds to pilot the use of blockchain technology for the storage of real property records. Blockchain technology has the potential to reduce fraud by providing an unbreakable chain of title, increasing efficiency by reducing the burden of imaging paper copies and the associated costs that come with that, reducing or outright eliminating the risk of human error, and minimizing the complexity and number of parties who must be in involved with the recording of a transaction.
